C&O like many major rairoads issued booklets that outlined the scheme of operation for its fleet of fast freight trains. Untill the issuance of this book in March 1955 C&O issued two different books, one for train operating in Michigan and Ontario on the former Pere Marquette lines, and one for the rest of the C&O system. Starting with this book (No. 15), the entire system's trains are integrated into one operation, reflecting a change from "One Railroad, Two districts" theory that was in play after the Pere Marquette merger in 1947, to a more integrated operational system, the book makes no differentiation betwwen the two areas of the C&O.
