This report is useful to show steam locomotive still in service at this date, and their terminal assignments. By this date well over half of all C&O operations had been dieselized.
Any lack of clarity in the reproduction of these documents is because the original documents were not clear (often made by mimeograph, spirit duplicator, or blueprint method).
